EUROPE DAY MAY 8TH: In Europe this day is celebrated as a national holiday. It marks the end of world war two, when millions of people had died and normality began to return. Usually there is a march past the European Peace Museum in Betete by local dignitaries and the Mayor. There are still people here in the village who remember the German occupation and the mother of one of my students was born in the local school before the war, where her own mother was headmistress. LOCK DOWN IN FRANCE For 8 weeks or so we have been disallowed from travelling far, and have had to stay mainly at home, but from11 we are gradually having these restrictions lifted. It will be a chance to go further for walks and to explore the countryside more etc. as my favourite local beauty spot has been out of bounds during this time. Let us hope the scientists advising the French government have got this right and that it will not lead to a huge new spike of deaths. DEATHS SO FAR IN EUROPE Since February 2020 there have been 147,418 deaths in Europe overall due to the coronavirus (COVID-19), with the most deaths occurring in the United Kingdom at 30,076. France has had 25,201 deaths, Italy 29,079 and Spain 25,428. Germany however has had only 6,993. Why has Germany had so few deaths relatively speaking (8 out of every 100,000 inhabitants) ? And why has Greece only had 150 so far? And Denmark only 450 ? Why has the UK had so many given that it arrived in the country later than Italy ? No doubt epidemiologists will be poring over these questions for years to come. We should remember it was a great Italian doctor who helped first invent Epidemiology as a science, Dr. B. Rammazino of Modena. LETTERS SENT TO DISCOVER THE CAUSES IIPSGP Director has been busy writing to responsible authorities to try to establish beyond a shadow of doubt whether the COVID 19 has escaped from a lab and is a human enhanced creation, and if so where from ? In order to clarify this, the Bioweapons convention mechanism empowers the UN to legally inspect all bioweapons capable labs in member countries (including China, UK, USA, France etc.) and we have requested the Canadian government to action this at the UN level. All WIF coordinators can do the same. The Bioweapons Convention text is given in full in our Little Book of Peace Declarations, recently published. One letter has been sent to Pope Francis asking him to establish a Commission of Inquiry at the Pala Academy of Sciences into the origins of this coronavirus epidemic, since secular scientists simply either do not know or are unwilling or afraid to tell the truth. The letter also recommends introducing a new Oath for every science graduate in Catholic (and other) universities not to misuse their technical knowledge to help make weapons of mass destruction. Scientists for Global Responsibility have been asking for this also for years. PEACE INTELLECTUAL OF THE MONTH The very first journal on peace in Europe was founded by Eugenie Niboyet (1796-1883) as La Paix des Deux Mondes in 1844, when she also founded the first Pan-European Peace Society that campaigned for an end to war. Eugenie attended an important peace congress in London in 1844 and worked with others in France and Europe to campaign for peace and for the emancipation of women, being influenced as she was by both Christian teachings and also the socialist vision of St Simon the great French intellectual founder of socialism (along with Robert Owen of Wales). She later attended the Paris Congress of the Friends of Peace in 1878 and spent her entire life campaigning for peace, having grown up in the southern French city of Montpelier, in a family who had supported Napoleon’s reforms of French society (her father was a medical doctor). She was a Protestant Christian influenced by Saint Simon and feminist socialism, and got involved in many social issues: prison reform; education reform; and the abolition of slavery in the French colonies. She was friends with philosopher Charles Fourier, who presented the treatment of women as the truest measure of social progress and also Flora Tristan y Cuzco and many other socialists and peace activists. The revolution of 1848 gave new hope to feminism, including the lifting of restrictions on meetings, thereby allowing the development of groups that advocated for women's rights. In March 1848, Eugénie Niboyet founded and ran a newspaper dealing only with women’s issues. The Voice of Women (La Voix des femmes), subtitled "a socialist and political newspaper representing all women’s interests," which was the first French feminist daily newspaper. Nowadays all but forgotten except by historians, she was a pioneer in her day as a holistic peace thinker in Europe. GLOBAL GREEN UNIVERSITY THE website is up and running again after a revamp and now carries updates of some of our major works (Das Kapital), Quran, Gospels, Enoch and also a new commentary on the Dhammapada, the main Buddhist text. A commentary on the Upanishads is also underway etc. All these can be heard for a small monthly subscription at www.globalgreenuniversity.com A LITTLE BOOK OF PEACE DECLARATIONS 1707-2020, and 1142-2020 2 Vols This major project has come to fruition in May 2020 with the publication of these two epic studies that include Native American peoples (1142), USA Declaration of Independence, the Declaration of the Rights of Man (1789), the UN, the Universal Declaration of Human Rights (1948), UNESCO, Climate change, The Helsinki Final Act (1975), Non-Aligned Movement, China-India, various Nuclear Weapons Treaties, Women's Right, the Middle East, The International Labour Organisation, The Versailles Treaty and the League of Nations, the Institute for Intellectual Cooperation, world federal government etc. Several of the founding declarations of the WIF are also included as well as three constitutions for world governance supported by three colleagues on our global governing board. WORLD INTELLECTUAL FORUM EUROPE If we manage to get out of lock down and end the coronavirus crisis sufficiently for international travel, we hope to have a further WIF meeting in France, as part of the launch of the International Historical Commission into 9/11. This will be the first ever historical inquiry into the real facts surround the attacks on the USA on September 11, 2001. Historians worldwide are being invited to participate either in person or virtually, on Friday September 11. We intend to have a WIF event the following day, Saturday September 12. WIF European coordinators and international colleagues are warmly invited to attend. The launch of the Historical Commission follows the publication of the study Prolegomena To A History Of 9/11: A Historical And Philosophical Study Of 9/11 (2 Vols, 2019). CORONAVIRUS A BIOWEAPON ? The Bioweapons convention outlaws all tinkering with nature to create bioweapons. It is vital we discover if the current panedemic was in fact caused by illegal tinkering, or rule it out. Only official UN inspections can establish this. This is something WIF is pursuing via various channels. SUBMISSIONS FOR NEXT ISSUE: [email protected] NOETIKON: EUROPEAN WORLD INTELLECTUAL FORUM NEWS (April, 2024) The continuing assault on Gaza by the IDF, having been déclaréd tanatamount to Genocide by the International Court of Justice, remains a stain on the moral conscience of all humanity. Now mass graves have been found under one of the Gaza hospital proving yet more war crimes. The USA is set to sanction the brigade responsible. But is this enough? The Mulitlfaith and Multicultural Mediation Service (MMMS) has written to the Secretary General of the United Nations and the Secretary General of the Commonwealth offering mediation. WIWF will be helping this work if our offer is accepted. For full details please contact the office in France.; We are proposing Paris as a suitable venue for this mediation between Israël, Hamas, but also involving Iran and the Palestinian Authority. We will be focusing on the religous, psychological and ethical and spiritual side of peacemakign and work alongside others focusing on the political dimension. There is a tremendous backlog of pain and suffering on all sides to shift. We have also written to the Foreign Secretary of the UK, the Prime Minister of Canada and the President of the USA, and the President of France to help get all parties to agree to come to Paris for this mediation process. PHILOSOPHY CLUB ON SUNDAY EVENINGS IN FRANCE: Please note all are welcome to attend in person the weekly Philosophy Club taking place in central France, in Betete, La Creuse, starting at 20.00 hours. If you cannot attend in person, then please watch our deliberations on line at our youtube channel IIPSGP1 THE LEX INNOCENTIUM OF ST ADOMNAN REVIVED Please know that our Irish WIWF coordaintor Dr Sean English is involved with a group of Irish savants who are determined to revive the Ancient idea of St Admonnda of Iona. The project is called Lex Innocentium, 21st Century. It is inspired by the original Law of the Innocent, Lex Innocentium, which was decreed by an Irish Monk, Adomnán, Ninth Abbot of Iona, in the year 697 AD at Birr, Co. Offaly. The original law protected women and non-combatants from harm in war. They feel, given the nature of modern warfare and the very unsettled climate at present, that it is time to extend the protections in the original law to a wider group of innocent people, but also to the Earth and to the Future (future generations and the future of the Earth herself). While we are aware that there is a raft of international laws in relation to the conduct of war, we feel that these are being largely ignored at the present time. Our new Law will be a law of people around the world who are concerned by the impact of war on innocent people and on our beautiful planet, and also concerned about the consequences of war for future generations, and for the survival of the planet herself. This will be a soft-power law – a means for people, individually and collectively, to express concern, to call to account and to protest when war crimes are committed. It is not a law for the conduct of war. It is a law for peace which will stand against the laws of war. THE TEXT FOLLOWS: LEX INNOCENTIUM, 21ST CENTURY Inspired by Adomnán’s law, Lex Innocentium (697 AD), by all relevant international laws of our time, and by the long tradition, hard work, dedication and sacrifices of peace activists and environmental activists throughout the world, we the signatories and subscribers to this new law, Lex Innocentium, 21st Century, HEREBY DECLARE 1. That it is a crime under this law to take hostage, injure, hurt, harm or kill innocent people in war, military operation or armed conflict, deliberately, consequentially or accidently (whether a war has been declared or not) OR through siege, lockdown or the cutting off of essential supplies OR through damage to civilian infrastructure. For the purpose of this clause, the term ‘innocent people’ will include all non-combatants of all ages and gender; conscientious objectors and those who walk away from war, violence or military operations of any kind; aid workers; journalists and peace activists. It will also be a crime under this clause to harm, injure or kill the crops, livestock or domestic animals (including household pets) upon which these innocent people rely for food or companionship. 2. That it is a crime under this law to hurt, harm, injure or damage Planet Earth, her soil, water or atmosphere or any of her wide and varied ecosystems and living creatures, including humanity; whether deliberately, consequentially or accidently, through war or aggression, military operation or armed conflict, or through the manufacture, testing, storing or decommissioning of weapons of any kind, including traditional explosive weapons, chemical weapons, biological weapons, nuclear weapons and weapons yet to be invented. 3. That it is a crime under this law to threaten, put at risk or harm future generations of humanity or the future welfare of the Earth, her soil, water or atmosphere or any of her wide and varied ecosystems and living creatures; whether deliberately, consequentially or accidently, through war or aggression, military operation or armed conflict, or through the manufacture, testing, storing or decommissioning of weapons of any kind, including traditional explosive weapons, chemical weapons, biological weapons, nuclear weapons and weapons yet to be invented. 4. That it is a crime under this law for any individual, group, business or manufacturing enterprise or government to assist, aid, abet or facilitate the harms and injuries listed in this law on the innocents protected under this law. For the purposes of this law, facilitating will include ignoring and failing to attempt to end the harm. 5. Given the indefensible nature of modern warfare, defence can no longer justify engagement in war or military aggression of any kind OR the military industrial complex, including the arms industry and all associated institutions. In its protections, Lex Innocentium, 21st Century, renders modern warfare impossible and necessarily rejects the Just War Theory. This law Thus Declares all war to be a Crime against Humanity, a Crime against the Earth and a Crime against the Future. PENALTIES UNDER THE LAW In keeping with our adherence to the peaceful resolution of conflict and our commitment to non-violence, we, as sad but tender witnesses to crimes committed against the innocent and the Earth, rely on non-violent and self-reflective penalties for breaches of this law. States, Governments, Armies, Arms Manufacturers and Dealers, and Individuals in breach of this law - Will suffer the disapproval of their fellow human beings Will suffer the shame their fellow human beings feel because of their behaviour Will suffer dishonour among their fellow human beings Will suffer the pity of their fellow human beings for their want of the better qualities of humanity Will be remembered by future generations for their behaviours in breach of this law and their crimes against humanity and against the Earth Will suffer their own self-shame, remorse and regret on realizing the harm they have caused in breaking this law Will suffer the memory of the pain and suffering of their victims Will suffer the pain, sorrow regret and tragedy of being unable to undo what they have done in their breaches of this law – the harm they have caused to individuals, humanity as a whole and the Earth Depending on the case, it might be decided by the signatories and subscribers to this law that a campaign of boycott, divestment and/or sanctions is a warranted and justifiable penalty. Signatories and Subscribers might also organize a campaign of letter writing, emails, letters to the press, protests or other means of expressing their concerns, as the case might warrant. In all other respects we leave those in breach of international laws to answer to the international community and agencies. RESTITUTIONS UNDER THE LAW The hope enshrined in this law is to advance human civilization to a more humane, just and non-violent future. This law aims to be restorative to victims and to offenders. The offender should make restitution to the innocent victims of its crimes under this law; The offender should make restitution to the Earth for damage and harm done to her through its breaches of this law; The offender should take actions or make restitutions to procure a better future for the generations to come and for the future welfare of the Earth. The offender should seek to restore itself to the better traits and qualities of humanity; to the respect and positive regard of humanity; and to greater self-respect and dignity. Restitutions to human innocents might include: Practical and financial compensation to victims (individuals, groups, nations, states, etc.) Rebuilding of damaged buildings, towns, cities and infrastructure of all kinds Adequate funds to charities and relief agencies involved in the restoration of victims (individuals, groups, nations, states) Attendance at truth, reconciliation, restitution and peace conferences Setting up of a Peace Studies Programme or Course or an Institute of Peace in the offender’s country Restitutions to the Earth might include: Setting up a National Park Rewilding some of the offender’s land Restoring damaged habitats to health Adequate contributions to environmental projects Restitutions to the Future might include: Striving to move humanity to a greater level of civilization Striving to protect the Earth and all of her ecosystems and living creatures and to keep the Earth healthy for the future for the sake of humanity but also for the Earth’s own sake. A MESSAGE TO FUTURE GENERATIONS We are writing this new law at a time when there are at least 110 armed conflicts currently happening on our plant. We believe there is a very real risk that one of these wars will spill over into nuclear war. What we call the military industrial complex is growing ever-more powerful. Around the world, governments seem more-and-more out of touch with their people and many of us feel we can no longer rely on international journalism for the truth. Right now, the Earth herself is dealing with the challenges of climate change, loss of biodiversity, destruction of her ecosystems in her air, soil and water, and the problems associated with indestructible artificial chemicals. We do not know the future. But we are worried. We are worried for you and for the planet that we hold in trust for you. We want you to know that we cared about you and about the beautiful planet we hold in trust for you. We want you to know that we tried. We hope that you are ok. We hope that you are healthy and well and that you have all you need. We hope that the Earth is healthy and thriving. We hope that you love her as much as we, the signatories and subscribers to this law, do now. Do not succumb to the efforts of vested interests in the war system or of irresponsible and sensationalizing journalists to make you afraid of each other, to demonize and to blame each other, to hate each other, and not to trust each other. Do not become cannon fodder for the military industrial complex. Be aware that the military industrial complex and the war system needs the ‘fear-funding cycle’ to justify itself and to maintain itself. They have brought us to the unfortunate situation in which we find ourselves today. You are now the guardians of our planet and of each other. You must work together, as one humanity, for the welfare of all of humanity and to keep healthy and safe your planet, the planet you now hold in trust for the people who will come after you. We hope that, in your time, you have devised methods of conflict-resolution that do not result in the horrors of war and the destruction of our beautiful planet and all her living creatures. You are, after all, our children, the children of humanity, the children of the Earth. We leave you this law, as a gesture of our care and our love for you and for the Earth.
